 7IIEREAS, pursuant to the "Municipalities Act of 1867," the
Borough or Municipal District of Leichhardt has purchased
the two several parcels of land described in the Sebedule hereto, for
the purpose of erecting a Town Ilall or Council Chambers with all
necessary offices, rooms, and appurtenances thereon. And whercas
the Council of the said Borough is unable, without borrowing money
upon security of the said land and the buildings to be crected thereon,
to erect such Town Hall or Council Chambers, offices, rooms, and
appurtenances ; and it is expedient to confer the necessary borrowing
powers on such Council. Be it therefore enacted by the Quccn's
Most Execllent Majesty, by and with the advice and consent of the
Legislative Council and Legislative Assembly of New South Wales in
Parliament assembled, and by the authority of the same, as follows :—
1. The Municipal Council of Leichhardt may, for and on
behalf and in the name of the said Borough, borrow money at interest
for the purposes of paying all the costs and expenses now or hereafter
to be incurred of and in connection with the building and completing
such Town Tall or Council Chambers, offices, rooms, and appurte-
nances upon the security of the land so purchased as aforesaid, and
for such purpose may mortgage the said land or any part thereof
and the building now or hereafter to be erected thereon, and may do,
sign, seal, deliver, and execute all acts, deeds, and documents necessary
for effecting and completing such mortgage.
2. All moneys so borrowed shall be applied to the purpose of
building and completing the said Town Hall or Council Chambers,
offices, rooms, and appurtenances, and for no other purpose whatso-
ever. Anda detailed account of all moneys so received or paid by the
said Council shall be ineluded in the detailed account of revenue and
expenditure required by the one hundred and eighty-third section of
the '* Municipalities Act of 1867."
3. This Act may be cited as the "Leichhardt Council Chambers
(Mortgage) Act of 1887."
SCHEDULE.
All that picee of land situated at Elswick, in the parish of Petersham and county
of Cumberland, containing by measurement cne rood and nineteen perches or there-
abouts, being lots eight and nine of section four, on a plan deposited in the Lands Titles
Office, Sydney, numbered one hundred and ninety, and part of two hundred and seventy
acres delineated in the public map of the said parish deposited in the office of the
Surveyor General, originally granted to Hugh Piper, by Crown grant, dated the seven-
teenth day of October, one thousand cight hundred and eleven, being the whole of the
Jand comprised in certificate of title, dated twenty-ninth day of December, one thousand
cight hundred and seventy-five. Registered volume, 243, Folio, 153.
Also, all that other piece or parcel of land situated at Elswick aforesaid, con-
taining one rood and twenty and a half perches or thereabouts, being lots six and
seven of section four on the plan deposited as aforesaid, which piece of Jand adjoins
the one rood and nineteen perches as aforesaid, being the whole of the land comprised
in certificate of title, dated the first day of April, one thousand cight hundred and
